I. INTRODUCTION

Function and Duties

1. Function

Its main function as follows:

To assist the Rector on the management and implementation of training and training   at the School, including: Organizing training management, planning curriculum and supplement new training occupations; managing and issuing diplomas and certificates to learners; managing teaching facility and equipment in the school; planning and proposing annual enrollment targets for training occupations.

2. Duties

a) Manage officers, staff, teachers, staffs and assets of the department.

- Manage officers, teachers and staff in the process of performing the duties of the department assigned by the Rector;

- Effectively manage and use facilities and equipment invested and assigned to the department by the School;

- Make investment and maintenance plans of equipment and assets managed by the department;

- Make investment, maintenance and repair plans of teaching and training equipment at the school.

b) Develop training plans and curriculum, open new occupation codes;

- Preside over the development of training plans,   contents and programs, edit detailed course outlines/ modules with training occupations;

- Coordinate with the Faculties/ Departments  to open new training occupations which are suitable to the practical needs of the School, submit to the Ministry of Labor, War Invalids and Social Affairs for approval of application for opening new training occupations;

- Make training plans, building timetables by semester, school year, courses;

- Plan to  organize re-study and re-exam for students;

- Make plans and propose annual enrollment targets for training occupations;

- Propose the need and ability to link training with units outside the school;

- Make annual training and further training plans for teachers to fully meet the teaching standards for a high-quality school.

c) Organize and manage teaching activities

- Coordinate with faculties to inspect and supervise the implementation and implementation of the rules and regulations related to teaching. Check the implementation of the training plan throughout the school;

- Check  the teachers’ teaching activities about the content and teaching schedule according to the plan; the teachers’ lecture preparation;

- Make plans, organize the implementation of attending teachers’ lectures, competitions of good teachers to evaluate the quality of teachers, participate in contests of excellent teachers at all levels;

- Manage files and forms on training, guide and direct uniformly throughout the school;

- Coordinate with relevant units to calculate and confirm standard time, overtime, and shortage of time for teachers to implement the payment regime as prescribed. Control payment of teaching volume, re-study and re-exam of the faculties.

d) Organize and manage learning

- Preside over training, introducing regulations, plans, studying programs, exams, tests and assessments for students;

- Manage students’ learning outcomes;

- Organize class promotion; consider granting scholarships for students;

- Propose the Rector to decide students to leave school temporarily, reserve their learning outcomes, continue studying, drop out and change occupations;

- Plan and organize graduation exams, considerate graduation, recognize graduation and handle procedures for graduating students;

- Organize annual good skill contests and propose to nominate students to attend excellent skill competitions at all levels;

- Organize and manage studying of classes at associated training units;

- Coordinate with relevant units to organize opening ceremony of the school year and closing ceremony of the course;

- Coordinate with faculties to inspect and supervise implementation of the rules and regulations relating to studying;

- Coordinate with the Training Quality Assurance Department to organize final exams of subjects/modules and semesters for students;

- Coordinate with the Personnel Administration Department and the faculties to arrange classrooms for each semester and school year;

e) Enrollment Affairs

- Register annual enrollment quotas;

- Coordinate with the Student Affairs Department and other faculties to welcome new students;

- Manage  and store students’ enrollment records and students’ records;

- Coordinate with relevant units to prepare fully procedures and documents for signing training contracts with units and individuals inside and outside the School;

- Report enrollment affairs in accordance with the regulations.

f) Manage  and issue diplomas and certificates

- Annually plans to print, purchase additional blanks of diplomas and certificates;

- Manage and issue diplomas and certificates in accordance with the regulations on management of diplomas and certificates of the School;

- Verify and certify diplomas and certificates issued by the School;

- Report management and issuance of diplomas and certificates in accordance with the regulations;

g) Teaching and study managing, building regulations on archival records

- Organize and guide faculties to report on training and manage students' learning outcomes according to the regulations;

- Cooperate with units to guide teachers in the use and implementation of forms and notebooks and introduce the rules and regulations on teaching;

- Monitor, collect, make statistics and report training activities of the school in accordance with the regulations of the Rector and the superior management agency;

- Compile the rules and regulations relating to training management;

- Perform archival work, statistics, preservation and storage of files, documents according to the regulations.

h) Perform other duties as assigned by the Rector.
