 I. INTRODUCTION

Function and Duties

1. Function

Advise, assist the Rector on:

+ Managing and implementing financial activities in accordance with the regulations of the current laws and internal regulations of  the school;

+ Researching the State's policies and regimes, advising to make decisions in management relating to the financial field of the school;

+ Planning to invest in facilities for education and training;

+ Advising the Rector to plan investment and building.

2. Duties

Manage officers, staffs and teachers in performing the duties of the department assigned by the Rector;

- Manage and use facilities and equipment of the department effectively;

- Control, synthesize and settle accounting documents and data; set up the reports according to  the current accounting regime and the management commentary;

- Plan, submit, supervise and inspect the implementation of annual state budget revenue, expenditure estimates, financial independent plans by period and long-term plans;

- Synthesize, provide and publicize financial information of the school in accordance with the law;

- Comply with tax laws for school activities; manage, use and report self-printed VAT invoices and receipts issued by the Tax Department;

 - Plan and implement the annual asset inventory;

- Control the value relating to fixed assets such as: Formation, maintenance, servicing, repair, disposal, depreciation, wear and tear and inventory;

- Control the regular revenue, expenditure;

- Control and compare non-recurrent expenditure and basic construction;

- Guide, check and approve the financial statement reports of the relevant units;

- Propose  to develop and amend the internal expenditure regulations; introduce  and guide the implementation of the accounting regime according to the guided circulars relating to accounting and financial activities;

- Develop the regulations on using assets, paying salary, using funds;

- Develop short-term, medium-term and long-term plans to strengthen facilities;

- As a standing member of the Project Management Board, Procurement and Repair Board; Planning, implementing, monitoring the entire implementation of the project.

- Participate in supervising the use of public assets of the school.

- Publicize the plans for purchasing, using and liquidating assets;

- Coordinate with functional units to participate in recruitment, teaching and scientific research;

- Perform other duties assigned by the Rector.
