During the days, from March 8th  to 10th, 2022, Maritime College No. I attended APEC SEN Capacity Building Conference on Maximizing Cross-Border Labor Mobility of Seafarers for the Digital Age in an online format, organized by APEC Seafarers Excellence Network (APEC SEN)

Attending the online conference were maritime stakeholders from and beyond the APEC region, including crews, shipping enterprises, experts, and policy-making agencies , training institutions and associations of maritime women.

The conference aims to share the experience and research of experts with innovative initiatives to facilitate cross-border labour mobility of seafarers and promote seafarers’ employment in the shipping’s labour market., focusing on:

a) Establishment of policy support and capacity-building measures to promote the employment of female seafarers:

- Policies and practices for women seafarers' employment in the APEC region;

- Identifying the key competencies of women seafarers in terms of global capacity building.

- Analysis of obstacles to the women seafarers' employment.

- Increasing capacity and inclusion of women seafarers in the maritime industry.

b) Sharing global recruitment trends to facilitate cross-border
labor mobility of seafarers.

- Individual, industrial and economic barriers against mobility and mutual recognition of seafarers, certificate of competency between member economies.

- How the pandemic has affected on seafarers' cross-border labor mobility.

- How to bridge the gaps/dissolve the barriers against mobility and future directions of collaboration.

- Capacity building as a major element of sustainable development among seafarers

c) Future education strategy for strengthening labor mobility of seafarers in the Asia-Pacific region.

- Innovative capabilities for education and training to strengthen labor mobility and employability in the APEC region.

- Future seafarers' skills in the digital age

- Opportunities for developing and improving maritime education and training programs in order to meet the demands of industry, and therefore, increase the employability of their graduates.

- Enhance seafarers' cross-border labor mobility by linking highly educated, well-qualified, and efficient maritime workforce across APEC
region by direct contact to the global shipping industry in order to meet demands of industry, and therefore, increase the employability of their graduates.
