Challenges in international standard human resource training (16/03/2021)

The Education and Times Newspaper has an interview with Dr. Luu Viet Hung - Rector of Maritime College No.1 on the issue of improving the quality of international standard human resources.

- In your opinion, what are the difficulties and challenges for vocational education (VE) in the current international integration context?

It is the internationalization of production and the division of labor that profoundly and drastically alters the technological processes in manufacturing. Even losing the role of some professions and opening up many new occupations. This leads to different requirements for knowledge and skills in some job positions. Since then, it is required that vocational training institutions have to regularly research program renewal, foster teachers, master new technologies, and more invest in modern teaching equipment in line with production reality.

Currently, VE in Vietnam is still slow to adapt to the integration trend. The fierce competition and labor mobility between countries requires workers to be fully equipped with the knowledge and skills adapt to the environment they work.

In particular, the majority of teachers are not trained in vocational training skills as well as have experience in vocational training in an international environment, but participate in international vocational training. Currently, the technology has been changing day by day, leading to fast outdated machines and equipment. This is a huge challenge for the vocational training institutions to invest in new equipment in line with the actual production.

What difficulties do you think about the current international cooperation in vocational education?

Graduates must not only meet the requirements of the domestic market, but also meet regional and international market requirements. One of the solutions to shorten the disparity in the quality of vocational education between Vietnam and other countries is to strengthen and strengthen international cooperation in vocational education.

Currently, the task of improving the quality of vocational education towards modernization, approaching advanced vocational education in the region and in the world is being focused.

Many VE institutions have actively linked training between Vietnamese vocational training institutions and foreign educational and training institutions. This is to carry out a foreign training program or a program formulated by both sides to issue vocational training diplomas and certificates.

However, not all VE institutions do well in international cooperation. Therefore, it is necessary to have diploma recognition agreements with countries in the Asian region and around the world. Like the recognition of seafarers training certificates in Vietnam valid for use worldwide because Vietnam is a member of the STCW78 Convention.

VE institutions also need to promulgate mechanisms and policies to encourage foreign enterprises and organizations to participate in training international standard human resources.

At the same time, to reform administrative procedures, creating a favorable environment for foreign investors to participate in vocational training. Re-plan the network of vocational training institutions, select a number of vocational institutions capable of investing in high-quality schools, approaching regional standards of Asian and G20.

Furthermore, there should be a mechanism to encourage schools to design outcome standards and training programs according to regional and international standards. Encourage schools to accredit international vocational training programs and institutions.

In addition, Self-provide should be extended to schools to create all resources to invest in facilities, foster teachers and management staff of vocational education to gain regional and international recognition.

- What should Vietnamese vocational training institutions do to train high quality human resources of international standards, Sir?

- Training human resources with international standards of high quality is not only trained and certified human resources. These must be human resources trained from international standard programs. Along with that, employees must be equipped with knowledge and skills to meet job requirements in a globally competitive environment, actively competing with workers from many countries around the world. Simultaneously adapting quickly to the 4 industrial revolution.

In order to meet the above requirements, the vocational training institution needs to correctly identify key sectors and occupations in the region and in the world. Schools should be based on consideration of the appropriateness of all factors such as international standards, outcome standards, curriculum, facilities, teaching equipment, references, and staff faculty, qualification and level of learner attraction.

Vocational education institutions need to have a good enrollment policy to select and attract students suitable for the entry standards, really want and determined to study the chosen profession.

Schools need to build a contingent of qualified lecturers and instructors that meet international standards. This team must have experience working in international employment positions. Also have foreign language skills, computer skills to read documents and instructions in English for learners.

Vocational education institutions also need to build a quality culture in schools, maintain and apply the international quality assurance system for all stages and activities of the school.

In addition, it is necessary to strengthen links with businesses, especially foreign businesses with fields of activity related to the training profession.

Strengthen the content of cooperation with enterprises such as setting output standards, training programs, learning materials, participating in teaching, guiding practice, practicing and evaluating output ... for career orientations. for learners as well as supporting practical teaching conditions in enterprises.
